With more than thirty years of professional experience, Julio Facal Seoane is a recognized practitioner in Corporate and Commercial Law in Uruguay. His practice combines strategic business counsel in complex matters with solid expertise in Banking and Corporate Law, as well as a distinctive specialization in Tourism Law, an area in which he has developed significant regional involvement.

Throughout his career, he has advised national and international companies in strategic negotiations, corporate reorganizations, mergers and acquisitions, investments, payment systems, financial regulation, and corporate structuring. He has also provided ongoing legal counsel to leading industry organizations, including the Uruguayan Chamber of Tourism, the Association of Hotels and Restaurants (AHRU), the Punta del Este Hotel Center (CHPE), and the Association of Car Rental Companies without Driver (ASARA).

At the international level, he has been appointed as an Expert by UN Tourism, served on the roster of international experts for the International Code for the Protection of Tourists, and, since 2023, is a Member of the Ethics Committee of UN Tourism. In this capacity, he has participated in multilateral projects, technical missions, international conferences, and regulatory processes in several countries across the region.

His work has contributed to the development of legal standards for the tourism sector in Uruguay and Latin America, including the first Tourism Law bill introduced by the private sector, as well as regulations concerning digital platforms and short-term rentals, tourism guide legislation, vehicle rental regimes, tourism land-use planning guidelines, hotel liability regulations, initiatives related to payment systems, tourism taxes, and amendments to Law No. 19,253.
